Job Offer Details
During Construction
- Liaise with local authorities for the smooth execution of all works according to local laws and requirements
- Support activities related to the design and construction of the system
- Assist the General Project Manager locally with site surveys & project activities
- Represent the company in any meeting whenever required the attendance and/or active participation from the company representative
- Produce the necessary data and reports with the applicable recurrence.
- Manage local suppliers
- Interact with EPC contractor as required
- Develop the human and technical operations environment for full readiness and take over after the RFS.
- Follow and Perform with the suppliers the necessary installation, commissioning, test and provisioning procedures without exception and document accordingly as per company policy.
- Perform Quality checks & deliver end-of-work certification.
- Create and manage the as-built documentation for the fronthaul and backhaul infrastructure.
- Ensure the accuracy of internal documentation.
- Lead initiatives aimed at improving cost, quality and schedule during the infrastructure roll-out.
During system operation
The purpose of the position is to lead the Cable Station Operations engineers and/or FLM teams in performing OA&M tasks associated with the Station, the cable systems in its whole conception. This includes diagnosing and locating troubles, performing repairs and maintenance, and restoring service for optimal customer satisfaction. The Manager serves as a subject matter expert and a key point of contact with the Network Operations Centre (NOC) in managing technical problems through to resolution. Periodically, the incumbent is required to install and perform testing of new cable systems. The individual exercises independent judgment and usually works under minimal supervision.
- The object is the EllaLink Network, the SPLANG contract and any other project extensions of the EllaLink business.
- Operate and maintain the Cable Landing Station in Cayenne GF, in accordance with the suppliers’ operation and maintenance procedures, and to manage the Customer’s SLAs.
- Manage the operations and maintenance of the backhaul fibre networks.
- Perform fault investigation and rectification work as required and under the direction of the NOC or the NETOPS.
- Support CSC activities required on the ground in Cayenne GF: (i) Assume local ownership for service deployment (activation and assurance) for the users (Customers) of the EllaLink/SPLANG Network (ii) Record, investigate and respond to reports of service difficulties reported via the CSC;
- Support NOC activities required on the ground in Cayenne GF:
- Assume local ownership for the activities associated with managing the submarine cable system on the ground in Cayenne GF, under the direction of the NOC and NETOPS group,
- Work cooperatively with management, the NOC service provider, and the CSC service provider to ensure the operational integrity of the entire system.
- Responsible for creating and maintaining infrastructure necessary for the growth and upkeep of field and Network operations, which shall include Data Centres, ILA sites, Cable Landing Stations and other POPs, to drive network efficiency and availability.
- Drive the procurement & technical planning of EllaLink, submarine-owned cables, SPLANG contract and effect cost savings.
- Corrects mission-critical utility infrastructure problems effectively at optimal costs and in a timely manner. Ensuring necessary coordination on certification & field-level testing, as appropriate for the business segment. Coordination with the Technical teams for new enhancements/issue resolution.
- Drives initiatives, industrialisation, and efficiencies to facilities for improvements (i.e. enhancements, updates, upgrades, new systems). Establishes tools and procedures to monitor field operations performance.
- Ensure reliability & robustness of the cable systems.
- Provide manpower and technical resource support for internal customers during Project Implementation and Delivery.
- Maintains critical power and environmental quality standards to achieve optimal levels of operation. Tracks and monitors the environment performance to ensure minimal interruption to network transmission and/or network switches.
- Ensuring compliance with all regulatory stipulations within the region.
- To lead, drive and monitor all maintenance and cost savings activities related to facilities, including facility maintenance, thereby ensuring sufficient focus on optimising the cost of facility infrastructure while maintaining reliability, both in terms of operations and capital investments.
- Manage marine cables & network equipment maintenance, international real estate management and security operations for sites and Networks, ensuring adequate support for maintenance of international facilities and networks at optimal costs, ensuring sufficient focus on optimising the cost of facility infrastructure while maintaining reliability, both in terms of operations and capital investments.
Major Challenges
- Complexities and variances in service requests and requirements of customers, resulting in the need for dealing with a wide variety of problems and recommending a range of practical solutions;
- Pressures generated from customer demands for rapid resolution of problems and restoration of service.
- Pressures associated with the start-up of a new system, and upgrades.
- Team Leader and managing both people and/or FLM contracts
- May be necessary to travel to support other projects and regions outside French Guyana or European regions.
Education and Experience
- High school diploma is a minimum. Additional education is desirable, e.g., continuing education in areas such as optical systems technology, design and engineering; power feed systems; undersea technology; optical and transmission test equipment; and computer skills and applications.
- At least 5 years of experience in the telecommunications industry.
- Experience in managing multidisciplinary teams

- Well-developed analytical and problem-solving skills, with the ability to set priorities, recognize basic causes, and recommend problem solutions that meet the practical needs of the business
- Good communication skills (both written and verbal)
- Balanced interpersonal style; a team player able to work effectively with employees at all levels
- Self-starter, able to take initiative and work with minimum direction in a fast-paced environment
- Fully computer literate, with command of Microsoft Office software as well as technical and diagnostic programs and systems
- May be required to work, evening or night shifts, weekends and subject to call-in
- Fluent in English
- Fluent or native in French
