EllaLink’s mission is to deploy and operate a next-generation submarine cable system on a unique route between Latin America and Europe. Direct fiber pairs provide a low latency path giving a solid foundation upon which Carriers, Operators & Internet Content Providers can develop competitive offerings. EllaLink’s business model is built on their commitment to provide Products & Services on Carrier Neutral, Open and Independent basis.

EllaLink project commenced
EllaLink is a state-of-the-art Submarine Cable System connecting Latin America and Europe, linking the major hubs of São Paulo and Fortaleza with Lisbon and Madrid.
Supply Contract awarded to Alcatel Submarine Networks
The system is being built by Alcatel Submarine Networks and will be one of the new generation coherent submarine cables, offering 72Tbps of capacity over four fibre pairs.
Marguerite became the equity sponsor of EllaLink
The pan-European equity fund Marguerite II became the equity sponsor of EllaLink in H1 2018. Anchor customers on the system are, amongst others, the Bella consortium, Cabo Verde Telecom and EMACOM.
EllaLink System Ready For Service
The EllaLink System is scheduled to be Ready for Service in 2020.
Philippe Dumont, CEO EllaLink Group
CEO EllaLink Group
Philippe Dumont is a CEO with over 20 years of international experience in the Telecoms industry on both the supplier and customer side, as well as working closely with PE and infrastructure funds.
Philippe is currently CEO of the EllaLink Group, the developer of EllaLink, a new 4-fiber-pair submarine cable that is scheduled for operation in 2020 to meet the demand for traffic between Europe and Latin America. Before this, Philippe was the President & CEO of ASN (Alcatel Lucent Submarine Networks) after holding several executive positions inside Alcatel Lucent.
Philippe has an engineering degree from the Arts & Metiers (ENSAM) and an MBA from Hautes Etudes Commerciales (HEC) in Paris. He is married with 3 children and is fluent in French, English and Italian.
Pablo Martín Rojas-Marcos, CFO EllaLink
Pablo Martín Rojas-Marcos
Since the project inception, Pablo has led the planning of the EllaLink corporate structure and the activities related with finance, legal and tax.
Pablo’s previous role includes a similar position of more than 9 years in the IslaLink Group, actively participating in the modelling, incorporation and execution of different submarine systems.
Pablo has a double degree in Business Administration and Law (Carlos III University, Madrid). He is fluent in Spanish, English and Portuguese.
Diego Matas, COO EllaLink
Diego Matas is a COO with over 20 years’ experience in the international telecommunications and data centre business.
Diego has developed his career working for major firms such as Interoute, Global Crossing and Cable & Wireless in senior positions, and as a consultant for PE companies on telecom infrastructure and cloud services. His biggest challenge was to launch Interoute Iberia from scratch when he joined as Managing Director for Spain and Portugal and as part of the Interoute Operational Management team.
Diego has a Bachelor of Science in Electrical Engineering (Parks Collegue, St. Louis U) and a Post graduate degree in Switching architectures and data transmission (Universidad Politecnica de Madrid Master program).
Vincent Gatineau, Chief Marketing & Sales Officer

Vincent has been part of the Sales & Marketing team of Alcatel Submarine Networks for 9 years, following the Ellalink project since its first days among others major systems developments. Previously, Vincent has held various international positions within the Alcatel-Lucent group in India and Chile.
Vincent has an engineering degree from Institut Mines Telecom Lille Douai. He is fluent in French, English and Spanish
Jol Paling, Advisor
The Subsea Networks team, led by Jol Paling, have been supporting EllaLink since early 2017. With a background in subsea cable development, designing and managing cable system builds, including all aspects of anchor customer contract forming, subsea and optical engineering solutions through to operations processes and subsea implementation, Jol and the team bring a wide range of professional subsea telecoms expertise.
Over the past 24 years, Jol has played key management and system engineering roles, delivering fifteen new-build submarine cable projects, and numerous transmission upgrades.
Antonio Belli, Sales Director Americas

Antonio joined EllaLink in 2017 as Sales Director Americas. He’s has been involved with the subsea telecommunications industry since 1998, Antonio’s previous roles included Director Marketing & Sales at GlobeNet, Senior Director Latin Americas at ASN (Alcatel Lucent Submarine Networks). Antonio has been actively involved in the subsea telecom market in Latin America and the Caribbean regions as subsea system supplier and service provider.
Antonio’s career in the telecommunications started in Italy more than 27 years ago. He joined Alcatel-Lucent in 1991 and since then held several positions in the area of business development, sales and marketing in various parts of the world. Antonio holds a Telecommunication Engineer degree and is fluent in Italian, English, French, and Spanish.
Lynsey Thomas, Project Management
Lynsey provides Project Management support to EllaLink. Having been involved with the subsea telecommunications industry since 1995 Lynsey’s previous roles include VP Global Sales for Xtera, Director of Operations for Apollo SCS Ltd and Department Head for the Cable & Wireless Submarine Systems Engineering team.
Having worked worldwide as a Supplier, Customer, Operator and Consultant she has an extensive knowledge of the telecoms market. Lynsey is a Director of SubSea Networks and has served as a Trustee in the Renewables Sector. She is a freelance writer and previous columnist for The Guardian. Lynsey holds a Masters Degree in Engineering Science from Oxford University.
